National conference of labour and employment ministers to focus on accelerating job creation & social security
The two-day ‘National Conference of Labour & Employment and Industry Ministers and Secretaries of States/UTs’ will begin on Tuesday, with deliberations centred on accelerating progress in critical areas of labour, employment and workforce welfare, the Ministry of Labour and Employment said on Monday.
The conference will be chaired by Union Minister for Labour & Employment and Youth Affairs & Sports, Mansukh Mandaviya, and will bring together state labour and industry ministers, secretaries, and senior officials to discuss strategies for strengthening the country’s employment ecosystem.
A major focus of the meeting will be the Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY) — the Centre’s flagship employment initiative. The Ministry said the active participation of states in leading outreach and aligning their regional employment programmes with PMVBRY would be “instrumental” in achieving its goals, the Union Ministry of Labour and Employment said in a statement on Monday.
The conference will also deliberate on ways to universalise social security by harmonising data-sharing mechanisms and integrating state welfare schemes with central digital platforms such as the e-Shram portal, the statement read. This coordinated effort aims to ensure wider coverage and seamless access to benefits for unorganised and gig workers across India.
One of the key outcomes of the conference will be the launch of new digital tools for the Building and Other Construction Workers (BOCW) sector, the Ministry stated. These include the Digital Labour Chowk application and software for online collection of BOCW cess, both designed to formalise, digitise and streamline welfare delivery to millions of workers in the construction industry.
A dedicated session will enable states and Union Territories to showcase pioneering reforms and best practices implemented in their respective regions, promoting a spirit of cooperative federalism and knowledge sharing.
Discussions will also cover strategies to enhance employability through greater state-level promotion of the National Career Service (NCS) portal, along with deliberations on new legislative and policy initiatives of the Labour and Employment Ministry.
According to the Ministry, the overarching objective of the conference is to build a cohesive and consistent legal and administrative framework across the country. By aligning the efforts of the Centre, states, and Union Territories, the forum aims to create a synergistic ecosystem for labour reforms that benefits both workers and employers, reinforcing India’s journey toward inclusive and sustainable growth.
