To accelerate infrastructure development, industry body Confederation of Indian Industry (CII) has urged the government to streamline construction permit requirements by introducing a technology-driven framework.

In a proposed list of pan-India reforms, CII said that building of modern, resilient and inclusive infrastructure is imperative for industrial progress, improved living standards and enhanced global competitiveness.

Accordingly, for the development of such an infrastructure, said CII, it is essential to introduce reforms for ease of obtaining construction permits.

“Yet, obtaining construction permits in the majority of the States continues to remain a cumbersome, complex, offline, non-transparent and time-consuming process,” stressed CII.

Single window system

Consequently, in its proposed list of pan-India reforms, CII has urged States to adopt robust single-window systems with features such as auto-scrutiny of building plans, integrated payments, dynamic dashboards, and deemed approval timelines. 

Besides, CII recommended that a unified authority should coordinate clearances across departments, while joint site inspections would cut duplication and delays.

The chamber suggested conditional approvals for minor gaps, online plan amendments, and strict digital timelines for every stage of the process. 

Furthermore, standardised pre-approved design templates could accelerate clearances for small residential and commercial projects, while certified third-party agencies and empanelled auditors should be allowed to handle compliance checks to ease the load on government officials.

In addition, CII further recommended updating building codes to assign clear responsibilities to professionals, supported by mandatory training for municipal staff. 

Additionally, the industry body called for flexible norms on industrial plots to unlock underutilised land and proposed a ‘National Construction Permitting Reform Index’ to benchmark states on efficiency, transparency, and digitisation.

“A cohesive, technology-driven, faceless, time-bound, trust-based and accountable framework is the need of the hour for ensuring adherence to project timelines and boosting investors’ confidence,” said Ajay Shriram, Chairman, CII Task Force on Ease of Doing Business (EoDB) and Chairman & Sr. Managing Director, DCM Shriram.

“Adopting these reforms will catalyse India’s infrastructure development by reducing bottlenecks, promoting transparency and encouraging investments.“
