Centre approves seven projects with investments of over ₹5,500 crore under ECMS

The Centre on Monday approved seven investment proposals worth ₹5,532 crore under the Electronics Components Manufacturing Scheme. This is the first tranche of approvals under the scheme that has evinced as many as 249 investment proposals worth ₹1.15 lakh crore.

Speaking to reporters, Union Electronics and IT Minister Ashwini Vaishnaw said, ”Seven units under the scheme have been approved. These units will manufacture multi-layer printed circuit boards, HDI PCBs, camera modules, copper-clad laminates, and polypropylene films.”

The approved units are spread across Tamil Nadu, Andhra Pradesh and Madhya Pradesh.

“In case of multi-layer and HDI PCBs, 20 per cent of the domestic demand will be met by these plants. About 15 per cent in the case of the camera module sub-assembly; 100 per cent in case of copper-clad laminate, which is currently met by imports, will also be met by this plant. We believe a large part of the domestic demand will now be met even for the polypropylene film,” Vaishnaw added.

“As much as ₹18,000-₹20,000-crore import bills will be saved. But there are many more plants in the pipeline. As you are aware, there are 249 applications, and we are working to complete the entire process at the earliest,” he added.

Firms in the fray

Kaynes Circuits India Pvt Ltd has been granted approval for four projects with total investments of ₹3,280 crore, all of which are being set up in Tamil Nadu. The units will focus on production of multi-layer PCBs (worth ₹4,300 crore), camera module sub-assembly (₹12,630 crore) and HDI PCBs (worth ₹4,510 crore ) and laminate (worth ₹6875 crore), per an official statement. Ascent Circuits’ project entailing ₹991 crore investment is expected to produce multi-layer PCB worth ₹7,847 crore.

Syrma Strategic Electronics Pvt Ltd will be making investments of ₹765 crore to make multi-layer PCBs worth ₹6,933 crore, while SRF Ltd’s investment proposal of ₹496 crore is estimated to produce polypropylene film worth ₹1,311 crore.

These projects are likely to generate 5,195 direct jobs and produce components worth ₹36,559 crore, the official statement added.

While HDI and multi-layer PCBs are the core circuit boards that connect and control electronic devices, including smartphones and laptops, camera modules are compact imaging units that capture photos and videos in electronic devices. For the first time, India will establish copper-clad laminate manufacturing facility, which acts as a base component for manufacturing multi-layer PCBs.

The first phase of the scheme closed on September 30, while the window for capital equipment continues to remain open.
